- Login as Administrator
- Start> Run> type gpedit.msc
- Expand the branch of Local Politics.
- Expand the branch Administrative Templates.
- Expanding the network of branches.
- Highlight the "QoS Packet Scheduler" in the left window.
- On the right side of the window, double-click the "limit of bandwidth reserved."
- On setting tab check the ENABLED item
- For "limit bandwidth%" change it to 0 (ZERO).
- Close gpedit.msc.
- Restart your computer to take effects.
